When You Need Property Condition Assessments

Property Condition Assessments serve critical purposes in commercial real estate financing, transactions, and portfolio management.

Commercial Loan Underwriting
Property Condition Reports ASTM E2018 1

Commercial Loan Underwriting

Banks, life insurance companies, and commercial mortgage lenders require ASTM E2018 PCAs before approving commercial real estate loans. Assessments provide technical property information, identify capital needs affecting loan terms, establish reserve requirements, and document property conditions for underwriting decisions.

CMBS Securitization
Property Condition Reports ASTM E2018 2

CMBS Securitization

Commercial mortgage-backed securities transactions mandate standardized PCAs meeting ASTM requirements. These assessments provide uniform property documentation across loan pools, support credit ratings, establish capital reserve requirements, and meet investor disclosure expectations for securitized commercial mortgages.

Institutional Acquisitions
Property Condition Reports ASTM E2018 3

Institutional Acquisitions

REITs, pension funds, and institutional investors require comprehensive PCAs during acquisition due diligence. Assessments quantify deferred maintenance, project capital needs, identify property risks, support investment committee approvals, and establish baseline conditions for portfolio assets.

Property Condition Assessment

Portfolio Asset Management

Property owners conduct periodic PCAs monitoring asset conditions, updating capital plans, budgeting for improvements, and maintaining institutional-quality documentation. Regular assessments support proactive maintenance strategies and inform disposition decisions for portfolio properties.

Refinancing Transactions
Property Condition Reports ASTM E2018 5

Refinancing Transactions

Commercial property refinancing typically requires updated PCAs documenting current conditions, identifying changes since original financing, quantifying capital needs, and supporting new loan underwriting. Fresh assessments are necessary even when prior PCAs exist due to property changes and lender requirements.

Litigation & Dispute Resolution
Property Condition Reports ASTM E2018 6

Litigation & Dispute Resolution

PCAs provide professional property condition documentation for construction defect litigation, insurance claims, partnership disputes, and contractual disagreements. ASTM-compliant reports carry significant weight in legal proceedings requiring objective property evaluation and expert testimony.

Why Investors Choose Certified Inspectors for PCAs

Property Condition Assessments require specialized expertise, institutional standards knowledge, and comprehensive commercial property experience.

Assessment Scope and Applicable Standards

Our Property Condition Assessments are developed with reference to ASTM E2018 and the agreed scope of work applicable to each engagement. The scope, procedures, deliverables, assumptions, and limitations are established based on the property’s characteristics, the client’s objectives, and any applicable reporting requirements.

Lender and Transaction Requirements

PCA requirements vary by lender, loan program, transaction, and property type. We encourage clients to provide their lender’s scope, reporting template, and other applicable requirements before engagement so we can evaluate whether the requested assessment aligns with our services. Report acceptance remains subject to the lender’s or intended user’s review and approval.

100

Capital Needs and Opinions of Probable Costs

Where included in the agreed scope, our PCA reports identify observed deficiencies and provide opinions of probable repair and replacement costs to support property budgeting and capital planning. These opinions are based on the information available and the conditions observed during the assessment. Actual costs may vary with market conditions, concealed conditions, further investigation, and the final scope of work.

Code and Accessibility Considerations

A standard PCA is not a comprehensive building code compliance audit, zoning determination, or ADA accessibility survey unless those services are specifically included in the agreed scope and performed by appropriately qualified professionals. Observations relating to apparent deficiencies may be documented where relevant to the assessment, but additional evaluation may be necessary to determine compliance with specific legal or technical requirements.

RECENT PROPERTY CONDITION ASSESSMENT PROJECTS

Our Commercial Inspections Projects portfolio spans office buildings, retail centers, industrial facilities, and multi-family properties throughout Palm Beach, Broward, and Miami-Dade counties, giving investors and property owners the confidence they need before closing.

Our ASTM E2018 PCA Process

Our assessment process follows the agreed scope and applicable ASTM E2018 requirements. Report contents, procedures, assumptions, and limitations are established for the specific engagement and its intended use.

Services provided were for insurance-required inspections. VERY prompt and results provided very timely. After a month, the insurance company decided that the submitted report was on a state form that had been superseded by 1 WEEK and simply disregarded it, jumping their rates with no explanation. After interrogating the insurance company, they admitted to reason for rate change (no apology for no communication). Re-contacted inspector and the new form was re-submitted to insurance. Response by inspector was understood and immediate. Highly recommend this inspector and company for your S Florida needs!

I HIGHLY RECOMMEND Angelo Menendez, owner and inspector with Certified Inspectors, LLC. Mr. Menendez provided EXCEPTIONAL SERVICE. Mr. Menendez was the ONLY mold inspection company to answer the phone! I called seven (7) and sent at least five (5) text messages. Again, Mr. Menendez was the ONLY company to respond! He answered all questions and made an appointment immediately as the matter was urgent. Mr. Menendez also arrived early for the appointment, was professional, serious and knowledgeable. The mold report received was scientific, in color, quantative disaggregated by a science lab with a PhD scientist. The report was detailed, organized, biologically relevant and included graphical analysis and recommendations. Mr. Menendez also followed up the appointment with a courteous telephone call. Extraordinary service! Also, Mr. Menendez inspects MOBILE HOMES. This was a 1974 2/2 mobile home. Many inspectors from my understanding do not consider mobile homes worth the time. I mean the Margate Building Code Department does not even bother to regulate so thank you Mr. Menendez for taking the time to come inspect and provide a report. I appreciate your time, courteousness and professionalism.

This is the third time I have used Certified Inspectors. Angelo has always been professional. We have a 700 foot seawall that needed to be inspected. His feed back and report were very informative and easy to understand. Angelo also did our wind mitigation roof report for our 28 townhome community. I highly recommend Certified Inspectors.

Frequently Asked Questions About Property Condition Assessments

What’s the difference between a PCA and a Building inspection?

A commercial building inspection evaluates the observable condition of a property’s major components and systems within the agreed inspection scope. A Property Condition Assessment (PCA) is structured around the applicable ASTM E2018 framework and typically includes document review, interviews as applicable, an assessment of readily accessible building systems, documentation of observed physical deficiencies, and opinions of probable repair and replacement costs. A PCA is commonly used to support commercial real estate due diligence, financing, acquisitions, and capital planning. The appropriate service depends on the property’s intended use, the client’s objectives, and any lender-specific requirements.

Will my lender accept a Property Condition Assessment from Certified Inspectors?

Lender requirements vary by institution, loan program, transaction, and property type. Before the engagement, we recommend confirming the lender’s required assessment scope, report format, applicable standards, and any specific qualifications or documentation requirements. Certified Inspectors can review the information provided and determine whether the requested scope aligns with the services we offer. Final acceptance of the report rests with the lender or intended report user.

What does a Property Condition Assessment report include?

The report documents the property’s observed physical condition within the agreed scope of work. Depending on the engagement, it may include a property and site description, observations of readily accessible building systems, identified physical deficiencies, deferred maintenance items, photographs, opinions of probable repair and replacement costs, and capital needs projections. The final deliverables depend on the agreed scope, available documentation, property characteristics, and applicable reporting requirements.

Does a Property Condition Assessment include a Phase I Environmental Site Assessment?

No. A PCA is not a substitute for a Phase I Environmental Site Assessment (ESA). A PCA may document visible or reported environmental concerns observed within its scope, but it does not constitute a comprehensive environmental investigation. A Phase I ESA is a separate assessment conducted under its applicable standard and scope. Clients with environmental due-diligence requirements should confirm whether a separate ESA is needed.

How much does a Property Condition Assessment cost?

PCA fees depend on factors such as property size, building count, property type, age, complexity, location, available documentation, reporting requirements, and the intended use of the assessment. Additional services or specialized investigations may affect the fee and delivery schedule. Contact Certified Inspectors with the property details and any lender requirements so that we can evaluate the requested scope and prepare a proposal.

How long is a Property Condition Assessment report valid?

There is no single report-validity period that applies to every lender, transaction, or property. The acceptable age of a report depends on the intended user’s requirements, changes in property condition, the transaction, and any applicable underwriting criteria. Clients should confirm the required report date and any update or reassessment requirements with their lender or intended report user before relying on an existing assessment.
